Next, on the 3rd floor, turn the dial until your partner sees a 4 on the 2nd floor. Then, turn 1st floor dial until it's a 6. Next, turn the 2nd floor dial until your partner sees a 7 on the 3rd floor. First, on the 4th floor, set the dial to 2. 
You have to do this in a specific manner.
Next you will need to turn the dials inside the lighthouse. Chop it and have your friend grab it as it falls. After you're done, go back and knock on the door. On the boat with the power you can see this generator from the bow in the distance. On the 2nd boat and can be seen from the bridge with a fire. At the Bottom of lighthouse by the boathouse.
